about the NIWO

The NIWO is the licensing authority responsible for issuing community licences for road haulage purposes. The NIWO falls under the Ministry of Infrastructure and the Environment and is based in Rijswijk (near The Hague), opposite the European Patent Office. Next year, Euro Control Route will relocate to the same building as the NIWO.

Besides the community licence, the NIWO issues TIR Carnets, CEMT permits, journey authorisations and driver attestations. It registers companies that transport waste as well. The NIWO is also involved in bilateral negotiations with non-EU countries, takes part in meetings of the International Transport Forum (ITF) and attends the Norduk conference.
